Project Management Team
Terri
M. Quile, Facilities Director, Building Engineer
Terri is a Bay
Area native a graduate of the Sheet Metal Worker’s International
Association’s HVAC program in 1986. During her 20+ years
in the sheet metal industry, she was a project manager
for GSA in Oakland and San Francisco, as well as project
manager for Pac Bell Ball Park, the BART extension to
SFO and many other large scale projects in the greater
Bay Area.
Terri has worked
as a Chief Engineer and a Facilities Director totaling
3 million square feet class A high rise buildings during
seismic retrofits, ADA upgrades, as well as asbestos
and hazardous materials removal and disposal. Terri
is certified as a High Rise Safety Director. Terri also
served as a board President for her HOA for 3 years
during construction defect defect litigation.
Terri currently
is the Facilities Director for a number of high-rise
homeowners associations and apartment buildings in the
CitiScape portfolio of managed properties.
Mark
Owens, Lead Project Manager
Mark has lived
in the San Francisco/Bay Area since 1987. Prior to becoming
a Project Manager, Mark managed a mid-sized painting
company where he coordinated multiple crews, oversaw
job cost estimates and color consultations, and worked
closely with General Contractors, Architects, and homeowners.
Mark has broad
experience overseeing multi-layered projects in the
corporate, private, and non-profit sectors, which require
tactful interfacing with diverse trades. He has been
very successful building relationships with premier
vendors throughout the Construction/Remediation, A/E,
Fire/Safety, Insurance, and Security industries, and
has successfully managed projects in all these areas.
Mark is a graduate
of the University of Florida where he studied Biochemistry
and Microbiology. While applying to Medical School,
Mark decided to change his direction and finished his
education in English and Theater. Although he can’t
perform thoracic surgery, he can conduct a mean project
triage. Additionally, Mark has extensive experience
working with construction vendors and managed a painting
company prior to joining the CitiScape Team.
Dennis
Sides, Senior Project Manager
Dennis has been
managing projects of all types and sizes for over 20
years in both the high-tech and building construction
industries. During his tenure at CitiScape, Dennis has
managed a variety of projects at over 50 of the company's
homeowner associations. Dennis has project management
experience of ranging from leak investigation, to roofing,
painting and waterproofing projects, to insurance claims
and building compliance issues. Dennis is certified
by the San Francisco Fire Department as a High-Rise
Fire Safety Director.
Dennis has been
President and Vice President of two project management
consulting firms, and has been the Board President of
a CitiScape-managed homeowners association for the past
6 years. As a Board member of a homeowners association,
Dennis understands the challenges volunteer owners face
when embarking on repair and replacement projects.
Dennis is a graduate
of Purdue University where he was awarded the Exceptional
Achievement Scholarship, and is an all around great
fellow to work with.
Lorraine
Graves, Senior Project Manager
Lorraine has
twenty20 plus years experience in the commercial and
multi-residential construction industry in multiple
managerial capacities. She owned and operated a Specialty
Firestopping business that provided contract services
for a wide variety of commercial and industrial projects.
She has hands-on
experience with estimating projects, writing bids and
proposals, managing field crew and internal staff, including
multiple field crews, and performing duties as an assistant
superintendent, project engineer, estimating engineer,
and contracts administrator. She has been project manager
for commercial and industrial projects for all trades,
including structural and mechanical.
Lorraine holds
a State of California General Contractor License.

Allison
Cease, Project Manager
Allison has worked
in a management capacity for over 20 years. She has
been the President and owner of her own management consultancy
where she honed her extensive project management skills.
Allison has successfully managed hundreds of projects
including small waterproofing repairs to $4MM large-scale
renovations, construction defect cases, security retrofits,
high six-figure insurance claims, leak investigations,
and repair projects of all shapes and sizes.
Allison is a
Certified Community Association Manager (CCAM®) and
has served in various officer roles on several local
homeowners association boards – so she well understands
the special needs of Homeowners Associations and their
members.
Allison is a
graduate of Hunter College where she studied architecture
and aesthetics. Renovation is her middle name, and she
manages her own personal real estate projects on both
coasts.
Mike
Billington, Project Manager, CitiScape Community Liaison
Prior to joining
CitiScape’s team, Mike worked in construction and retail
building trades. Most recently, Mike worked for eight
years in the Mayor’s Office as a project manager for
the City and County of San Francisco under both the
Brown and Newsom administrations.
Mike’s experience
includes managing a broad variety of projects that all
required detailed and coordinated efforts between private
clients, city agencies, contractors and often times
neighborhood organizations.
As such, Mike
is uniquely versed on the policies and practices of
local and state municipalities, and has established
great working relationships with many of the City’s
departments and neighborhood organizations.
Mike, a graduate
of San Francisco State University, brings to CitiScape
a personalized approach to Project Management, and very
much believes in the communicative and procedural process
of project facilitation.
