Kevin S. Wiley
Co-Founder & President

Kevin Wiley, co-founder and President of CitiScape Property Management Group, began his property management career in 1978. He worked primarily with real estate developers in the acquisition of apartment buildings and in supervising the physical and legal conversion from apartments to condominiums.

He was appointed to the Condominium Conversion Commissions Task Force for the City of Oakland, to study the problems relating to condominium conversion, and to study and prepare long range planning guidelines.

Kevin was a frequent consultant to the Oakland Planning Commission and other local governmental agencies on the rising urban housing dilemma and other concerns facing the real estate community and city planners.

Kevin moved on to association management in 1981 and has since managed a vast portfolio of condominium associations and stock cooperative apartments in San Francisco for the past 24 years. He has an excellent track record in managing associations during the often-difficult developer transition, through the planning and implementation of large-scale retrofitting projects, defect investigation, litigation and reconstruction. Kevin is presently an active member and topical speaker on the ECHO Resource Panel, and has been published in several trade journals with articles on a variety of management and Board member issues.

Kevin has built strong and long-standing business relationships with top industry professionals who serve community associations, and he brings the benefits of those relationships to the associations he manages.

Edward I. Dale, CCAM
Co-Founder & Vice President

Edward Dale is co-founder and Vice-President of CitiScape Property Management Group. He holds two undergraduate degrees and a Master1s Degree in Business, and currently holds the distinctive title of Certified Community Association Manager.

Ed is also a member of the California Association of Community Managers (CACM), a national organization that supports the professional and ethical management of community interest developments.

Ed has an extensive background in all phases of property management and development, with emphasis on residential, commercial, and mixed-use properties. As Executive Director of the Cerebral Palsy Foundation, Ed developed community-based housing alternatives for the physically disabled. Ed was appointed Vice President of one of the largest commercial development companies in the United States, and operated large-scale regional shopping centers. For the past several years, Ed has managed a varied portfolio of commercial and residential properties in San Francisco, including historic and landmark buildings, as well as high profile properties in the Union Square and North Beach districts and SoMa loft developments.

Robert Simms, CCAM
Director of Property Management

Robert Simms joined CitiScape as a Senior Property Manager in late 1999, having earned his "stripes" as a Property Manager serving community associations since 1985 in the Bay Area. Robert also holds the distinction of being a Certified Community Association Manager bestowed by CACM, and currently holds the title of Director of Property Management for CitiScape.

In 1996 Robert had the unique distinction of being appointed by State Senator Barbara Lee (Oakland) to the Davis Stirling Stirring Committee where he assisted in helping to craft changes to the Davis Stirling Common Interest Development Act, which governs Common Interest Developments.

Robert's outstanding experience and efforts after joining CitiScape were soon recognized, and Robert was offered and accepted partnership in the company in the summer of 2000. As a partner in CitiScape, Robert not only brings his well-rounded association experience to bear on the company's management operations, but as the newly named Chief Financial Officer, sets a standard for company operations that will match his commitment to community association management.
